I've played with graphics programs for over 8 years now, and even after running my own web design business creating graphics in a professional capacity for 5 years, I still prefer Jasc Software's PaintShop Pro program.
Unlike some of the other, more expensive programs out there, PSP doesn't over-complicate things that are really very simple. It is for this reason that I choose to share what I've learned about PSP through tutorials I've written.

Setting Colors In PSP v7 & v9
To use a pre-determined color, no matter what version of PSP or Animation shop you're using, simply click on your color pallette (toggle it from the toolbar if it's not already showing) and type the HEX# code into the box at the bottom right of the window that pops up.
